Subcommittee on Red Hill Park Use

Roll Call – Jack Martel, Dean Nyberg, and Gene Childs were joined within a few minutes by Kathy Eagle.

·         The description of the first meeting was reviewed and no changes were made.

·         No one from the public attended.  Attendees resolved to give broader and earlier notice and to hold the meeting at a later time.  7:00 p.m. September 15th was selected.  Dean reserved the council chambers and will make an announcement in the Ross Valley Reporter.  Gene will pass an agenda to the Town Clerk and post a copy at the Red Hill field site. 

·         The points on the earlier concept were discussed.

·         M/S/C that the entire park be a non smoking area.

·         M/S/C that the same key used for existing Tennis Courts be used and the same posted rules of use apply.

·         M/S/C that the previous dog rules apply: Dogs not allowed in the fenced turf area. Off leash dogs and all human playmates are welcome in the designated full one acre area.  Dogs are OK on leash in all other areas, as in all parks.

·         M/S/C Posted Dog guidance: Don’t tie up. Pick up waste. Control dogs to promote safe use and enjoyment by others.

·        M/S/C Post typical anti litter information.

·        M/S/C Carry over the existing all urban park rules - NO: use after dark, amplified sounds, vandalism, horses, littering, drinking, open containers of alcohol, golf, motorized airplanes, guns, weapons, fires, or fireworks. Dogs allowed on leash with an owner who cleans up waste.  Groups of 25 need written permission. Follow posted instructions.  See 6 page Town Rules & Regulations, full text.

Discussion –1. The need to expand housekeeping information for the turf was anticipated based on other fields. [no gum, sunflower seeds, come to mind].  The policies will be reviewed as soon as a design is adopted and every 6 months. 

2. Dean noted that RVSD board member Lori Lopin was checking whether a 2.2 acre parcel on the left side of the road past White Hill could be used as an off leash dog park instead of the design now offered.  Use of that larger area would allow the Red Hill one-acre area to be a softball baseball field. Commissioners and staff present did not see that this would change the above Park usage ideas – other than eliminating off leash dog use.
