Ad Hoc Park & Rec Commission Sub Committee

Dean Nyberg, Jack Martel  and Gene Childs met on 21 July 2004 to organize meetings and review where we thought the existing Park rules could be edited to incorporate a Red Hill Park as conceived by the JPA.

We agreed that the area was logically an Urban Park as categorized rather than an open space.

The rules for all parks, as amended under Use policies appear applicable.  [The short version these rules:

NO: use after dark, amplified sounds, vandalism, horses, littering, drinking, open containers of alcohol, golf, motorized airplanes, guns, weapons, fires, or fireworks. Dogs allowed on leash with an owner who cleans up waste.  Groups of 25 need written permission. Smoke only in designated areas and follow posted instructions.  See 6 page Town Rules & Regulations, full text.

The particular modifications and signs for Red Hill Park would be:

Dogs are not allowed on the fenced turf.  Off leash dogs and all human playmates are welcome in the designated full one-acre area.  Dogs are OK on leash in all other areas, as in all parks.

The likely common sense postings for the dog area and the tennis area will be similar to Memorial Park, with no time restrictions specific for off leash.

Dean will copy and circulate the Tennis court instructions aimed to prohibit damage by vandals, to include in this memo to the JPA.

.

Dog guidance: Don’t tie up, repeat the clean up instructions to educate the unaware, control dogs to

promote safe use and enjoyment by others.

Post housekeeping guidance for litter.

Designate smoking areas with signs.

We will review the policies in 6 months.

This preliminary review will be circulated to the JPA.  Public meetings will be sought beginning with 24 August 2004.
